Sewer Tie-In Loan Fund (STILF)

The Sewer Tie-In Loan Fund (STILF) is a lending program that provides low-cost loans to homeowners to connect to the local sewer system and abandon their individual septic system or cesspool. Municipalities must opt in to provide this service to their residents.

Eligibility

For: Residential property owners in participating municipalities who are connecting to the public sewer and abandoning a private septic system or cesspool, subject to program and municipal requirements.

Use: Financing supports eligible residential sewer tie-in projects consistent with the municipal program, DEM and local approvals, and the closed lending facility with RIIB.

Terms: Generally includes DEM Project Priority List placement, Certificate of Approval, a municipal facility with RIIB, established residential underwriting criteria, and living in a participating community when applying for STILF financing.

How to apply

  1. DEM and municipal setup - DEM Project Priority List, Certificate of Approval, and municipal facility with RIIB as applicable.
  2. Application materials - Download and complete program forms; gather any required local approvals.
  3. Submit to RIIB / town hall - Complete the online application for this program. You can also download the PDF if you prefer to work offline.
  4. Response timeline - You will receive follow-up on next steps and eligibility within several business days after submission, subject to program volume.
