The Brownfields Revolving Loan Fund makes financing available to public, private, and non-profit borrowers for the remediation of properties contaminated with hazardous substances so that these properties may be returned to productive use.

Eligibility

For: Public, private, and non-profit borrowers with eligible brownfield projects that can meet credit and program requirements, subject to environmental review and approvals.

Use: Financing is used to remediate properties contaminated with hazardous substances, structured with rates, fees, and terms appropriate to the project, often paired with other public and private capital.

Terms: Repayment and structure are tailored to borrower and project need. Work with RIIB and the Rhode Island Department of Environmental Management (DEM) to complete project and financing applications.

How to apply

  1. Project scope - Define remediation and stacking with other capital (DEM, private, and other public sources) early.
  2. BRLF use - Finance environmental remediation of hazardous-substance–contaminated property.
  3. Structure - Terms and repayment are set case by case; align with your project and financing package.
  4. DEM + RIIB - Work with DEM and RIIB to complete the project and loan applications per current process.
